Attending the meeting were leaders of Department of Social Evils Prevention (CSR), the Ministry of Public Security, the Department of  Basic Cultural, the Permanent Bureau of the Central Committee of the Vietnam Fatherland Front; the Department of Labor - Invalids and Social Affairs, Department of prevention and rehabilitation establishments CSR of 33 provinces and cities of the South.

Opening remarks, Deputy Minister Nguyen Trong Dam affirmed: In the morning, the conference focused on assessing results of a Joint Resolution 01/2005 between the Ministry of Labour, Invalids and Social Affairs, the Ministry of Public Security, Ministry of Culture - Sports and Tourism, the Vietnam Fatherland Front. Based on the evaluation report of 4 local departments, the Ministry would acquire realistic assessment report to the Government.

Deputy Minister requested the delegates focus on evaluating the objective content of the propaganda campaign which included managing the site, building communes, wards and towns healthier without drug and prostitution; replicating the typical model healthy communes..., in order to to earn lessons and propose real solutions in the next stage.

Reporting at the conference, Mr. Le Duc Hien - Deputy Director of Prevention CSR said in 10 years (2005-2015), the formulation of communes, wards and towns achieved good results. Specifically, the Ministry of Labour, Invalids and Social directed 5 tasks of building communes, wards and towns due to healthy guidelines, propaganda, education and local management; integrating the work of healing, educating on drug users and prostitutes; replicating model of healthy communes, wards and towns.

From 2005-2015, in 13 of 63 cities and provinces, police dismantled 2971 cases of prostitution, 1376 prostitution dens, arrested 16561 objects, mobbed 345 business related to prostitution. The authorities of cities and provinces also busted, arrested 60440 cases with 79611 objects related to heroin; eradicated 8054 heroin dens with 14027 objects, imposed financial penalty on 19353 cases with  31101 objects; prosecuted 22958 cases with 28937 objects.

From 2011-2015, 50 provinces and cities built 1,087 models of community-based society; helped and counseled for  352 728 prostitutes, brought vocational training for 1,822 people, created jobs for 1,212 people, provided community integration for 2601 people, supported loans for 1,227 people.

After 10 years, the overall results of the classification of communes, wards and townships (XPLM) showed that the number of XPLM with no drugs, prostitution tended to decrease, accounting for 27%; while the number of communes related with drugs, prostitution has gradually increased to 18/42 provinces. Some of cities with communes, wards and towns of key drugs, prostitution, increased from the previous year were Hai Phong, Nam Dinh, Lai Chau, Dien Bien, Tay Ninh, Ben Tre and Ca Mau ....

At the conference, the delegates said that the direction of prevention and social responsibility among industry, local units were limited and not effective enough. Helping drug users, prostitute to join the community was not practical to some cities. The criteria for classification, grading and evaluation in some localities was difficult to implement.

Mr. Le Minh Tan - Director of the Department of Labor - Invalids and Social Affairs in Ho Chi Minh city proposed that the development of the content of Resolution No. 01 still had the overlap between the evaluation criteria, the classification. Therefore, leaders of the city proposed adjustments to the content stipulated in joint Resolution No. 01/2005 / NQLT because these criteria were no longer consistent with current legal and evaluation criteria in Decision no 3122/2010 / QD - BCA of police sector.

From the comments of deputies, Deputy Minister Nguyen Trong Dam said that the basic missions in building healthy wards, districts and communes was strengthen leadership and  guidance of all levels government and local authorities for implementation; giving the content of building healthy wards and towns to the Resolution of the Party's tenures; permanently improving the knowledge and skills of the team of collaborators participating in the fight against prostitution and drugs. He also pointed that the improvement should be close to the current situation of the society.

On this occasion, Mrs. Le Thi Ha - Deputy Director of Prevention TNXN was honored to receive Medal Third Class Labour presented by the President; 57 collective of agencies and units of the South got outstanding achievements in the formulation of healthy communes, wards and towns in the period of 2005-2015 and received certificate of merit from the Ministry of Labour - Invalids and Social Affairs .
