Innovation and improvement in quality of vocational education is the breakthrough step in strategic planning process

(LĐXH) In January 16th, in Ho Chi Minh city, the Ministry of Labour - Invalids & Social Affairs (MOLISA) held conference ‘’Innovation and improvement in quality of vocational education’’ under the chairmanship of Deputy Prime Minister Vu Duc Dam, Minister of Labour - Invalids and Social Affairs Dao Ngoc Dung, attended by former leaders of the Central Committee, local representatives of ministries and agencies; representatives of MOLISA and Vocational Division of the Department; representatives of associations, colleges, secondary and vocational education centers in the country.
The conference was chaired by Deputy Prime Minister Vu Duc Dam and Minister of MOLISA Dao Ngoc Dung 
Focus on institutional innovation, mechanism and policies on vocational education
Addressing the opening session, the Minister Dao Ngoc Dung said that: Implementing Occupational Education Act, Resolution No. 76 / NQ-CP of the Government, with the consent of the Deputy Prime Minister Vu Duc Dam, Ministry of Labour - Invalids and Social Affairs held a conference with the theme "’Innovation and improvement in the quality of vocational education" to improve the quality of vocational education in the period 2016-2020; apply Occupation Education Law (GDNN) and central task in 2017.

The Minister said that due to the division of work by the Government, the Ministry of Labour - Invalids and Social Affairs assigned State management in the field of vocational education. Currently, there were 1989 vocational education centers, including 409 vocational colleges, 583 vocational secondary technical schools. They are considered as an important force in improving the quality of human resources for social and economic development. However, there are still many difficulties and challenges, especially the proportion of untrained workers, unemployed trained workers ...
"Acquiring comments from delegates, MOLISA will continue to completely build Scheme, consider innovating and improving quality of vocational training as a breakthrough step and  key tasks for deployment in 2017 and the future "- Minister Dao Ngoc Dung affirmed.

Presented the draft of ‘’Innovation and improvement in the quality of vocational education in the period 2016-2020’’ Scheme, Mr. Nguyen Hong Minh - Director of the General Department of Vocational Training, said: Draft content has many important parts, in which part of  innovation and improvement in quality of vocational training in period 2016-2020 focuses on understanding the opportunities and challenges; forecasting demand  on innovation and improvement in quality of vocational training when the number of unskilled employee in 2025 was nearly 12.42 million people, the number of skilled workers in agriculture, forestry and fisheries was 9.21 million, the number of technical workers, machine operators and installers was 7.7 million people and the number of manual workers was 7.5 million people ...
According to the forecast, the number of trained labour in 2020 will be up to 44 million people, in which the number of vocational trained workers will be 39 million people. Divided into vocational level, there are 24 million people in elementary level, 12 million people in intermediate level and 3 million people in college level.
Lots of meaningful suggestions
At the conference, there were 12 opinions stated by the leaders of the provinces, cities and colleges in the country. All representatives agreed with solutions outlined in the Draft Scheme. Dr. Nguyen Thi Hang, the principal of  Ho Chi Minh Vocational College of Technology said that we should concern and unify solutions for both micro and macro level. The management in macro level is the promulgation of mechanisms and policies in vocational education, especially the plan of vocational training center network. The solution in micro level is that each school and vocational training center should identify specific solutions with its operational status....

Suggested solution for innovation in vocational education, MA.Tran Thanh Hai, the principal of Vien Dong college of advanced technology pointed that we should pay attention in the quality of vocational teachers for training program. Because this is the force to transform and specify the content and training curriculum to learners. New training curriculum and programs also need trained teachers to be successfully transmited to students. Moreover, high-quality equipment should be invested so the learners can practice in reality and make real products for enterprises if necessary. In order to attract more people to study at vocational training center, Mr.Hai said that the network system of vocational training institutions should create the inter-ventilated training, therefore trainees will have a chance to learn on higher level without difficulties and obstacles.

Vocational education must be linked with enterprises
To clarify the objectives of the conference, Deputy Prime Minister Vu Duc Dam stressed out what was the main issue of improving quality of education training. Maybe the main point of this topic is the cooperation between companies and vocational education center in human resource training? Furthermore, this cooperation must response employee demand about job requirements, ensure that the quality of the output and quality will be appreciated by organizations. More important, graduated students should be able to find suitable job due to what they were trained before.  
Besides that, Deputy Prime Minister also appraised MOLISA for the efforts after taking task of managing general educational training from the Government. MOLISA has quickly coordinated with ministries, branches, localities and written directions to colleges, secondary and vocational education centers so they can be aware of the direction and goals, as well as training plans in the near future. At the same time, the Ministry also held a conference to disseminate, about the recommendations and proposals of the ministries, branches, localities, educational associations, and especially the group of colleges, intermediate formerly of Ministry of Education about their recruiting and training programs. All colleges, training centers which have unfinished plans before handing over to MOLISA can continue these plans without change.

Acquiring the direction of the Deputy Prime Minister Vu Duc Dam as well as the proposals and recommendations of the colleges, intermediate, Minister Dao Ngoc Dung confirmed: Ministry of Labour - Invalids and Social Affairs would like to receive the comments above and the guidance documents will be submitted timely for local as well as the training center for implementing their admission progress.
Minister Dao Ngoc Dung also said that vocational education model followed direction of research and practice. In the near future, the Ministry of Labour - Invalids and Social Affairs will continue to coordinate with the Ministry of Education and Training to improve the quality of vocational education sector. At the same time, the Ministry shall issue a guidance document to the local posts in request and handing out professional educational institutions from the Department of Education and Training to the Department of Labor - Invalids Social in locals.
