Concluding negotiations of the Agreement on attracting and recruiting organized Vietnamese labor to work for a definite time in the territory of the Russian Federation

(LDXH) From 20 to 25 June 2019, the second round of negotiations of the Agreement between the Government of Vietnam and the Government of the Russian Federation took place in Moscow, focusing on organizing and attracting Vietnamese employees worked for a definite time on the Russian Federation territory.
The Vietnam delegation is headed by Mr. Doan Mau Diep, Deputy Minister of Labor - Invalids and Social Affairs. The Russian delegation was led by Mr. Mikhail Kirsanov, Director of the Employment Department (Ministry of Labor and Social Protection of the Russian Federation).
Representing the two sides at the negotiation
The second negotiation session was held on the basis of the draft Agreement which was exchanged and agreed at the first negotiation session in Hanoi on 19 – 21 December 2019. Both sides believe that the Agreement will become an important legal tool to regulate labor migration issues and better protect the rights of Vietnamese workers in the Russian Federation. At the end of the negotiation session, the two sides agreed on the entire contents of the Agreement and will carry out internal procedures to prepare the next steps towards signing this Agreement.

In addition, on this occasion, the Mission of the Ministry of Labor - Invalids and Social Affairs in collaboration with the Ministry of Home Affairs of the Russian Federation held the 5th meeting of the Vietnam - Russia Federation of Labor Working Group on the implementation of the Intergovernmental Agreement on Vietnamese Citizens working on Russian territory and Russian citizens working on the Vietnamese territory.
Currently, the Russian side is in need of receiving very large amount of foreign workers. On the basis of traditional friendly relationship and a comprehensive strategic development of Vietnam - Russia, the Russian side wants to increase the number of Vietnamese employees to work in Russia. It is expected to receive about 15,000 - 20,000 people every year. Vietnam is the second country in which Russia proposes to negotiate an Agreement on organized labor recruitment (Russia has completed negotiations with Uzbekistan).

The negotiation, signing of the Intergovernmental Agreement on attracting and recruiting organized Vietnamese labors to work for a definite time in the Russian Federation will create conditions for both countries to manage and use human resources according to the strengths and needs of each party, and also protect the rights and interests of Vietnamese workers when they work in Russia.

During this time, Deputy Minister Doan Mau Diep worked with Mr. Ngo Duc Manh, Vietnamese Ambassador in the Russian Federation. At the meeting, the Deputy Minister updated the negotiation status of the Agreement on attracting and recruiting organized workers of Vietnamese workers to work for a definite time on the Russian Federation Territory and the operation of the TB Working Group in Vietnam - Russian Federation. Ambassador Ngo Duc Manh informed the delegation about the situation of the Vietnamese community in the Russian Federation and wished the Ministry of Labor- Invalids and Social Affairs to promote cooperation activities with the Russian Federation, especially in labor field.
